In the past, the approach taken to lighting controls was to require building engineers or maintenance staff to adjust controls locally at a photocell using a screw-driver, or by making hard-wire based changes. According to the U.S. Deptartment of Education, school energy was an average of $176 per student in 2002, and is probably much higher now.
